What is the Bill?
The “Haiti Criminal Collusion Transparency Act of 2023” is a bill that requires the Secretary of State to submit an annual report to Congress regarding the ties between criminal gangs and political and economic elites in Haiti and impose sanctions on political and economic elites involved in such criminal activities.
Why should you sign the Petition?
If these gangs are being funded, supported, and fueled by the economic and political elites, identifying and sanctioning them will weaken their power and subsequently weaken the power of the gangs in Haiti. If we cut the hand that is feeding criminal gangs then we weaken their power.
How does the Bill benefit Haitians?
This Bill is in response to the ongoing humanitarian, political, and security crises in Haiti. Although gang violence has always existed in Haiti, the situation has worsened since the assassination of President Jovenel Moise in 2021. A significant rise of kidnappings, assaults, sexual violence, extortions have forced many to leave their home and ultimately their country. Criminal gangs have seized and taken control of many territories all while spreading terror and fear to the population. There is significant evidence of collusion between criminal gangs and economic and political elites in Haiti, including members of the Haitian National Police. This Bill will help to identify any actors from the economic and political sectors that are aiding and supporting criminal gangs and ultimately sanctioning them.
2) Keep the Biden Humanitarian Parole Process
What is the Process?
On January 6, 2023, the U.S. Government implemented a process through which nationals of Haiti amongst others, and their immediate family members may request to come to the United States in a safe and orderly manner. This process allows a sponsor in the US to submit an application for Haitian nationals in Haiti or abroad to be considered for authorization to travel and a temporary period of parole for up to two years for urgent humanitarian reasons.
How does it benefit Haitians?
This process has created a safe way for many to escape the humanitarian crisis that has risen in the country and has allowed many families to be reunited together after years of separation.
Why should you sign the petition?
This process is currently being challenged in court. On January 24, 2023, several states have filed a lawsuit against the Biden Administration over the parole process claiming that it is illegal. A trial that will determine the fate of the program is set for June 13, 2023. Keeping the program will allow more Haitians to benefit from it and allow keep people from trying to cross the border illegal all while putting their lives and their families at risk.
3) Implement a Plan to Legalize Parolees after Two-Year Period”
Haitian nationals who entered the United States through the Biden Parole Program are paroled for up to two years. Although there is a full range of existing lawful immigration pathways, including immigrant and nonimmigrant visas, asylum, and Temporary Protected Status (TPS), not everyone is eligible to apply for and obtain these reliefs. Many of the parolees are uncertain as to what will happen after the two years. For those who have not been able to either change their status, they will be left with either returning to their home country one from which many escaped from, or be placed in removal proceedings and potentially be removed from the United States. We are urging the government to implement a plan that will create a lawful pathway to residency for all the parolees.

Ce processus est actuellement contesté devant les tribunaux. Le 24 janvier 2023, plusieurs États ont intenté une action en justice contre l’administration Biden au sujet du processus de migration conditionnelle, affirmant qu’il est illégal. Un procès qui déterminera le sort du programme est prévu pour le 13 juin 2023. Le maintien du programme permettra à un plus grand nombre d’Haïtiens d’en bénéficier et permettra d’empêcher les gens d’essayer de traverser la frontière illégalement tout en mettant leur vie et celle de leur famille en danger.

Les ressortissants haïtiens qui sont entrés aux États-Unis dans le cadre du programme de migration conditionnelle de M. Biden sont autorisés à rester aux États-Unis pendant une période maximale de deux ans. Bien qu’il existe une gamme complète de voies d’immigration légales, y compris les visas d’immigrant et de non-immigrant, l’asile et le statut de protection temporaire (TPS), tout le monde n’est pas éligible pour demander et obtenir ces avantages.
Bon nombre des migrants conditionnels ne savent pas ce qui se passera après les deux ans.
